Jhpiego Hiring Project Officer

The Project Officer will support RISE global award projects and cross-cutting functions, with a focus on centrally funded HIV prevention programming, RISE HIV programming in Tanzania and other assigned countries, partner engagement, and cross-cutting management functions including communications and knowledge management. The Project Officer will serve as the primary point of contact for assigned projects and work closely with the RISE Core Management Team, the Senior Program Manager, pertinent Country Office staff, and assigned organizational Hub leadership structures.

The Project Officer will design and implement solutions to further improve the efficacy of the projects and the delivery of services within the specified scope, budget, and schedules for the supported region, working closely with the Senior Program Manager and other pertinent staff. The strong project management methodology, techniques, and tools that are being used are the responsibility of this role. aids in the creation and evaluation of the budget for the projects that are allocated.

Responsibilities

Leads & Proposals

  • Contributes ideas and suggestions to assist in generating leads for New Program Development (NPD) possibilities in the countries it supports, as well as for multi-country, international prizes that are given out.
  • Works along with programmatic and technical personnel as needed to offer suggestions and comments on low-to-moderate complexity initiatives.
  • Creates workplan matrices, budget inputs, budget reviews, and project management narrative sections that are utilized to guide and impact the creation of low-to-moderately complicated proposals and overall development management.
  • Assists Country Directors and other relevant parties at Country Offices and/or globally on lead development projects, such as establishing connections between Country Directors and NPD liaisons, assisting with NPD Country plans, and creating idea notes.
  • Develops national ties and provides customer service to national and international program teams in order to recognize and address issues

  • Collaborates with the designated RISE global program and Country Office(s) to create excellent workplans and project charters that are in line with the goals and scope of the program.
  • May collaborate with Project Team members to set operational parameters and guidelines.
  • Starts the after-action reviews and startup activities.
  • Evaluates the viability and possible effects of new projects, process upgrades, and solutions; offers suggested course of action.

Implementation & Control Activities

  • Manages and monitors project management standards for assigned project
  • Interprets internal / external challenges in the industry environment; recommends course of action and best practices to improve processes and/or services
  • Solves moderately complex problems requiring analysis of multiple variables, including consultation with multiple stakeholders i.e. workplans, budgets
  • Ensures the quality delivery of workplans and progress reports are delivered on-time to appropriate stakeholders
  • Identifies opportunities to improve policies and supporting materials to increase their effectiveness for employees, people managers and partners while meeting compliance and business objectives
  • Identifies programmatic issues, concerns and gaps of high concern or impact to the delivery of services; initiates investigations / problem resolution within defined parameters and escalates as needed
  • Monitors and assesses service, productivity and efficiency levels within assigned project(s) and escalates any technical, project management, financial and/or compliance concerns as needed
  • Facilitates routine weekly/monthly/quarterly operations or other coordination meetings, drawing attention to any current problems/concerns requiring attention or resolution for assigned projects
  • Ensures knowledge management is maintained for all projects
  • Contributes to reports for the Leadership Team with highlights / updates on programming within the assigned area

Close-Out Activities

  • Manages close out process according to internal processes and donor guidelines
  • Conducts After Action Reviews for closed out projects
  • Ensures quality final report is delivered.

Required Qualifications

  • Graduate Degree i.e. MPH  with 3 years’ relevant working experience.
  • Proven experience in workplan development, reviewing quarterly and annual reports, providing budget inputs and conducting program close-out
  • Understanding of basic financial management principles and budgeting
  • Strong understanding of at least 2 technical areas Jhpiego works in, with strong preference for HIV prevention programming experience
  • Knowledge of USG rules and regulations
  • Strong organizational skills

  • Excellent written and oral communication skills with diverse groups

  • Travel: Ability to travel 30%
  • Fluent in written and spoken English
  • Fluency in a second language (French, Portuguese, or Spanish) preferred but not required.

Candidates who are in their final academic semester or quarter but do not satisfy the above qualifications will still be eligible for employment; however, they could be required to submit further documentation attesting to their date of academic completion.
