ICT Officer || Enabel

Enabel  is the Belgian development agency. It implements Belgium’s  governmental cooperation. The agency  also  works  for other national and international donors. With its partners in Belgium and abroad,  Enabel  offers  solutions  to  address pressing global challenges  –  Climate Change, Urbanisation, Human Mobility, Peace and Security, Economic and Social Inequality  –  and  to promote  Global  Citizenship.  With  2,000  staff,  Enabel  manages about 170 projects in twenty countries,  in Belgium,  Africa  and the Middle East.

In addition to the aforementioned initiatives, Enabel in Tanzania is involved in two international initiatives: the Teach2Empower project, which aims to support the National Teacher Continuous Professional Development (TCPD) program, and the Regional Teachers’ Initiative for Africa (RTIA) Project, which aims to strengthen the digital competencies of teacher educators and (future) teachers, accelerate innovation in teaching and learning, and co-create local solutions to challenges in education.

The ICT Field Officer will serve as a shared resource, contributing to both the Teach2Empower and the Regional Teachers’ Initiative for Africa (RTIA) programs (50%) and serving as the projects’ and the country office’s ICT support service (50%) respectively. Thus, the primary duties are as follows:

1) Ensuring the installation, maintenance and repair of the IT equipment and software packages / SaaS subscriptions of the (1) innovation hubs and (2) mobile toolkits

  • Participate in the technical criterion-based selection of recipient institutions and pertinent partners.
  • The equipment for the innovation centers and the mobile digital education toolkits should be revised and adjusted in light of contextual analysis, performance, cost-efficiency, security, and sustainability (including maintaining service delivery during power outages).
  • Participate in the calls for proposals selection process by evaluating the technical viability in the target locations.
  • Respond quickly to equipment malfunctions, breakdowns, or failures by offering technical assistance, making repairs, or making sure replacements are made.
  • Participate in the software installation process on the devices and the acquisition of software packages and/or Saas licenses.
  • Assist with setting up and configuring open-source software programs (like Moodle).

2) Information exchange and collaboration with all partners of the RTIA project and Teach2Empower project (Team Europe, Team Belgium, and Enabel’s RTIA project manager in particular)

  • Participate in information sharing with all team members of the Teach2Empower and RTIA projects’ Enabel components.
  • Participate in the co-creation, sharing, and exchange of knowledge goods on gender-transformative, digital, and green concepts, methodologies, and practices.
  • Encourage the development of strategic alliances between Belgian, European, and African partners in order to include gender-transforming, digital, and green concepts and practices into educational frameworks, policies, and programs.
  • Report to the internation Digital for Education (D4E) specialist and give regular updates.

3) Ensure the availability of IT systems and Networks throughout the working day in order to maintain business productivity and high user satisfaction.

  • Provide employees in every Enabel office with level 1 and level 2 technical assistance.
  • On users’ workstations and mobile devices, identify and fix any hardware and software problems.
  • Upkeep of Enabel’s IT infrastructure (computers, networks, and video conferencing devices) in all operational regions
  • Keep an eye on the IT network equipment that is currently in use to guarantee prompt service restoration.
  • Optimize the current IT infrastructure to improve efficiency.
  • To guarantee the integrity of the data and equipment, follow the security guidelines established by Enabel’s headquarters.
  • Keep an eye on Enabel’s IT network to make sure that it is operational and accessible to all users.
  • All network infrastructure, whether wired or wireless, needs to be installed, maintained, troubleshooted, and repaired.

Internal and External ICT Partnerships:

  • Collaborate closely with the national D4E specialists and the coordinating worldwide D4E expert.
  • Work together with other IT teams at Enabel as well as the worldwide community of IT officers.
  • All Service Level Agreements (SLAs) between Enabel and IT service providers (such as Internet service providers, software and hardware vendors, and IT maintenance services) should be kept on file.
  • Assist suppliers directly in scheduling maintenance and repairs.
  • Ask suppliers and service providers about the quality of their offerings, then assess them.

Qualifications and experience:

  • A bachelor’s degree in computer science or a closely related discipline in IT
  • A minimum of five years’ experience providing user support, ideally in cross-functional educational settings or for multinational enterprises;
  • Demonstrated expertise in software setup, the deployment of (open source) software solutions for organizations, and computer/hardware repair and maintenance
  • Proven expertise in imparting technical explanations and trainings to individuals with no IT knowledge
  • Familiarity in overseeing and managing IT networks.
  • Competence with IP, DNS, firewalls, cloud computing, and other network technologies.
  • Solid familiarity with the Office 365 package.
  • Expertise in the upkeep of IT hardware.
  • Outstanding English communication skills both in writing and speaking.
